A:The following formalities shall be followed for recruiting foreign cultural and educational experts and staff of foreign nationalities:
（１） No work units are allowed to recruit and employ at discretion foreign cultural and education experts and staff of foreign nationalities who hold a post in China but whose term of contract is still undue. Should there be any special case where it is required to recruit them for part-time job, prior approval shall be acquired from their working units.
（２） The original work units can issue letter of recommendation for foreign cultural and educational experts and staff of foreign nationalities who are in compliance with our recruitment conditions and are willing to continue work in China. The new recruitment work units are not allowed to employ any foreign cultural and educational experts if they do not have a letter of recommendation with the official seal of the working department in charge of foreign experts affairs administration of the original recruitment work unit. The original recruitment unit shall take an earnest, responsible and practical and realistic attitude when issuing a letter of recommendation.

What certificates are required for applying for a visa?

A:Provide the valid passport or certificate that can replace a passport; Fill in the Visa Application Form and submit the recent mcu photo of front face without hat; Submit for check the certificates or the invitation letter of the recruitment work units or certificate issuing departments related with application for reason of entry into China; Those who will reside in China for more than one year shall additionally submit the health certificate including Aids serum inspection list issued by the sanitation and medical treatment departments appointed by the country of entry, the health certificate being valid for 6 months from the day when it is issued.

When is the most appropriate time for signing the contract?

A:If the engaged experts are not within the territory of China, the formal contract is to be signed before they come to China. Should the employed experts be within the territory of China, the formal contract is to be signed before the engaged experts' arrival at their posts.

How to apply for qualification license certificate by work units that are going to invite foreign cultural and educational experts?

A:State Administration of Foreign Experts Affairs, the Ministry of Foreign Affairs and the Ministry of Public Security already issued an official document in 1992 which stipulates that starting from March 1st of 1993, the qualification ratification method is to be implemented in the cultural and educational system nationwide for work units that want to recruit foreign cultural and educational experts. All the work units preparing to employ foreign experts can apply for foreign cultural and educational experts recruitment work unit qualification license certificate. The details of application method are as follows:
( 1 ) The work units that want to recruit foreign experts can submit the application to provincial department of foreign affairs and take a serious attitude towards filling in the qualification application form, meanwhile, shall report the situation of the work units and rules on foreign cultural and educational experts work, management and security.
(２)The provincial department of foreign affairs will make the site investigation together with provincial department of education and department of public security and other departments involved to confirm its recruitment qualification, subscribe the comments and report to State Administration of Foreign Experts Affairs.
( 3 )The qualification license certificate will be issued after the approval of the State Administration of Foreign Experts Affairs.

A:In line with “The Detailed Rules on Foreigner Entry and Exit Management of P.R.C”, foreign experts with occupation visa shall process “Foreigner Residence Permit” at the local public security entry and exit management department of their service within 30 days since their entry. The work units with qualification o recruitment of foreign experts can recruit foreign cultural and educational experts by themselves and the recruitment procedure is as follows:

A. Recruitment work units independently fix the terms of recruitment, sign recruitment contract with job applicators, and report by special document to the local education administrative superintending departments (province managed universities and colleges directly report to provincial education administrative management departments). Conditions to be provided to foreign teachers are generally:
1) Minimum salary for foreign teachers stipulated by the government is 2200 Yuan RMB/person each month, with no limitation upward;
2) Round international travel fee for one-year contract term or stipulated maximum limitation (generally 7000 - 8000 Yuan RMB) and one-way air ticket to be provided for 6-month contract term;
3) Free housing with the general requirements of separate bedroom, living room , toilet and bathroom with furniture such as color TV set, cooling and heating air conditioner, online telephone, refrigerator, washing machine and other necessary facilities;
4) Provide certain amount of telephone call fee additionally and cover the allowance of water and power charge or the whole sum;
5) Provide a tourism allowance of 2200 Yuan RMB each year;
6) Grand medical treatment allowance as per standards of the Chinese staff of the same work units;
7) Enjoy vacation with salary;
8) Meeting or seeing off at the nearest international airport;
9) Teaching hours is normally between 12 - 16 hours/week.

B 、 Province-level education administrative superintending departments to grant approval and issue letter of invitation and expert confirmation document (Some provinces need to apply for these two documents outside the provinces);

1、Complete the formality for foreigner accommodation registration to the local public security department within 24 hours after arrival at the work units, or they will be punished by the public security departments;
2、Take the foreign teachers to a government appointed hospital for health examination within one month and get health certificate;
3、Apply for foreign expert card from provincial education administrative management departments or provincial departments of foreign affairs;
4、Apply for foreigner residence permit from public security departments with qualification on issuing the certificate through local public security departments. So far, foreign teachers can securely teach at the recruitment work units. The recruitment work units must also ensure a satisfactory routine management and service work.

Sanitation and health quarantine?

A:Sanitation and health quarantine In accordance with the rules of “People's Republic of China Territory Sanitation and Quarantine Law”, people of entry or exit, transportation tools, shipment equipment and baggage, cargo, parcel post and other goods that may possibly diffuse quarantine infectious diseases must be quarantined at the appointed location of the first arrival frontier port. Except pilots, nobody is allowed to get on or off the transportation tool and no baggage, cargo, parcel post and other goods can be loaded or offloaded without the approval of the frontier sanitation and quarantine departments.

Work units or individuals who have violated regulations of this law or who have conducted one of the following behaviors, the frontier sanitation and quarantine departments can give warnings or punishments as per status of the case: Without approval of the frontier sanitation and quarantine departments, people of entry get on or off transportation tools, or load or unload baggage, cargo, parcel post and other goods at discretion and refuse dissuasion 　　 Should the party responsible be not convinced with the punishment given by the frontier sanitation and quarantine department, he/she can prosecute to the local people's court within 15 days after receiving the notice. The frontier sanitation and quarantine departments can apply to the people's court for enforcement should be party responsible neither prosecute nor execute. 　　 Any case arising from violating this regulation and resulting into serious danger for diffusion of quarantine infectious diseases shall be investigated for criminal liability in conformity with legal provisions.
